INSTRUCTIONS FOR PETITION CIRCULATORS
(PRINT THESE INSTRUCTIONS FOR EACH CIRCULATOR!)

Your role is vital! Please be sure you read and understand these instructions.
Petition signatures will not be valid unless they meet these specifications.
Yes, we need signatures, but most importantly, we need VALID ones!


NOTE: The initiative must be printed on the front and back of a single page, with a minimum 1" margin maintained at the top. If yours does not look like this, it is not a valid copy, and will not be accepted by elections officials! Because of formatting requirements, faxed copies are not valid.

1.Only registered voters may sign the petition. Always ask all potential signers whether they are registered to vote BEFORE they sign. Each voter may sign an initiative petition only once. Carry blank voter registration forms (available from libraries and post offices) to register voters on the spot. Mail voter registration forms yourself DAILY (no postage required); this will ensure that all signers are indeed registered.

2. Remind all signers that the address they give must be a RESIDENCE ADDRESS ONLY, not a P.O. Box! Signatures with P.O. Boxes will be invalidated. Also, VERY IMPORTANT -- the address they fill in must be the same address they are registered under! These are the most common mistakes made by signers.

3. The signatures on each petition page must be from voters of the same county. Circulators should fill in the name of the county prominently on the line provided just above the signature area. Carry enough blank copies of the petition to cover the various California counties your potential signers might turn out to be registered in; each county needs its own page.

4. Remind signers to PRINT their name on the first line, then sign their name AS REGISTERED! This is important! If they forget and sign a name other than the one they are registered as, their signature will not be valid.

5. Petitions must be filled out in INK only. Do not make any marks in any of the margins of the petition or in the boxes that precede and follow each signature space.

6. Your role is important -- the Declaration of Circulator section must be properly filled out for the entire page to be valid. Fill it out AFTER all the signature spaces have been filled for that page, or at the end of the day. You must print your name, fill in a RESIDENCE ADDRESS (again, NOT a P.O. Box), and the dates the signatures were actually gathered. Please dont forget to sign this section!!!

7. Elections law limits who may file petitions. Mail petitions to the address at the bottom of the petition. The deadline for us to receive the petitions from you is February 28, 2000. The best thing to do is to mail them as soon as the signatures are two weeks old, (signature spaces do not have to be all filled up to send).

THIS IS AN ALL-VOLUNTEER EFFORT! We must receive all petitions no later than February 28, 2000.
It will take over 413,000 valid signatures to qualify this initiative for the ballot.
